Castilla-La Mancha has taken a decisive step in strengthening its position as a leading innovation region with the signing of the agreement establishing a new European Space Agency Business Incubation Centre (ESA BIC), which will be based at the Science and Technology Park of Castilla-La Mancha (PCTCLM) in Albacete.
The signing took place during the 2nd Annual Entrepreneurship Event of the Spanish Space Agency (AEE), held under the theme “Spain Consolidates its Leadership in Space Entrepreneurship” at the European Space Astronomy Centre (ESAC) in Madrid. The event was attended by the Regional Minister for Education, Culture and Sports of Castilla-La Mancha, Amador Pastor, and the Director of PCTCLM, Agustín Moreno Campayo.
The agreement was signed alongside Diana Morant, Spain’s Minister of Science, Innovation and Universities, in a ceremony that also brought together representatives of the European Space Agency (ESA) and other selected Spanish regions.

A Strategic Milestone for Castilla-La Mancha
The launch of ESA BIC Castilla-La Mancha marks the region’s integration into Europe’s largest network of space-focused startup incubators, dedicated to transforming space technologies into business opportunities and supporting the creation of innovative companies.
The new centre will receive structural funding of €1.008 million over four years, co-financed equally by ESA and the PCTCLM Foundation, and aims to incubate at least 12 startups over a five-year period.
Its establishment in Albacete further strengthens the role of PCTCLM as a key hub within the regional innovation ecosystem, enhancing its ability to connect science, industry and public institutions.
Economic, Technological and Regional Impact
The arrival of ESA BIC Castilla-La Mancha will have a direct impact on the region’s economic and technological development by contributing to:
- The creation of deep-tech startups linked to the space sector and related fields such as artificial intelligence, communications, agri-tech and logistics.
- The strengthening of the regional business ecosystem, particularly technology-based SMEs.
- The generation of highly qualified employment opportunities and the attraction of talent.
- The transfer of technology from universities and research centres to the marketplace.
- The return on public investment through European contracts and private co-investment.
In addition, the centre will accelerate the development of innovative solutions, helping projects progress from early-stage research to commercial deployment.
Castilla-La Mancha: A Strategic Hub for the Space Ecosystem
The selection of Castilla-La Mancha as the location for one of the new ESA BIC centres reflects the region’s growing reputation as an ideal environment for technological development.
The region combines a strategic location, a strong industrial base and competitive operating costs with advanced connectivity, positioning it at the heart of one of Spain’s most important economic macro-regions. It is also home to a rapidly growing aerospace ecosystem, featuring leading companies and close collaboration with the University of Castilla-La Mancha.
These advantages enable startups to operate more efficiently, extend their development cycles and validate technologies in real-world environments, making Castilla-La Mancha an outstanding platform for space entrepreneurship.
ESA BIC Castilla-La Mancha is promoted by the Science and Technology Park of Castilla-La Mancha (PCTCLM), the University of Castilla-La Mancha (UCLM), Ilunion Innovation and Technology, FIDAMC – Foundation for Research, Development and Application of Composite Materials, and the law firm Mas y Calvet.
